This is an idea that I've had for a while that would add a new level of fun and realism to the game.
Almost everyone who playes civ hates corruption, in Civ 3 even with every anti-corruption improvement a city could still be wasting dozens of shields and much more science/tax every turn. The forbidden palace was a step in the right direction, acting a a second capital, but I say they should take it one step further. I'm talking about:
!!!Colonial Government!!!
The way it would work is, after discovering a tech like 'merchantileism' [sp?](possibly a branch off of nevigation) you would be able to take a group of citys that is over a set distance from the capital and form them into a colony. The colony would have its own capital to reduce corruption, and all of the micro-managing would be handled by the new colonial government. You would loose direct controll over the colony, but still be able to give general orders or set goals and policys for them to follow. This would allow you to have a huge empire without suffering from all that corruption.
(Think British Empire, one
or
controlling all those colonys)
You could even name your colonys and appoint members of some kind of cenate or parliment.
