Hello there.
I would like to post a suggestion, as I am new to these forums I am not sure If I am only repeating another. I feel strongly about the first 2 points and asks for your opinion.

1.) Trading will involve armnament trades, where a country can post certain specific arms for a price. By doing this, small countries can fight a competitive war against a larger (and in some cases a mutual enemy as with the cold war and not be included directly) enemy. This is where tolerance can become intolerance and causes the trade embargo to become more strategic.

2.) Acts of governance may be deployed at a one time cost(like the espionage bar), each form of government will have their unique acts to achieve Nationalism, Religious Unification, less corruption, Recreational events, economical reform and higher productivity.

3.) In Anarchy the government has the choice of retaliating, causing a destructive but quickly decisive change of government. You can also choose a peaceful change of government with minimal destruction and loss of life but it would take longer.

4.) Workers will be able to "cultivate" unused land for specific cities. Such as gathering wood from a nearby forest or extract minerals from a nearby mountain. Sometimes I find myself with open spaces due to specific planning but miss those 2-3 spaces wich is under my control. I also suggest that these buildings will have penalties for the long distance they travel to city core.

I like it. One tactic I've used in civ3 is not to demolish many civs in their first war if it's in Despotism, because the pop rushes compromise the long term well being of the civ, so I finish them off in the second war. Letting a civ compromise its longeterm wellbeing to defend itself would make for more limited wars when a player attacks the first time.
 
Welcome to CFC. Don't wotty about repeating, every body does it. Some of your ideas have some potiential, but 4)... I think it is already the case, or it will not change a lot the game. You already ask your laborers to work some tiles for the city. Am I right?
