Adv. start After founding Conf. unable to build buildings in northern cities

I played a custom game, standard map on boreal setting, classical start, marathon and with the new adv. start feature enabled.
When confucism was founded in one of my cities, all the cities north of that city lost the ability to build wonders and buildings leaving them stuck with unit and passive [research, wealth] production. I loaded an auto save and the same problem happened again but when i loaded two autosaves back when said religion was founded it worked seemless, havent been able to replicate it since so not sure what factor did it, but the religion founding seems to have done it.
the second time it was in a different city and was still just those north of it.
 
That doesn't sound like any intended behavior. Certainly not my intent.

Is this unique to Boreal? ... That is, does it occur only on this script and not, for instance, on Highlands or Inland Sea?

I've not seen this occur, but I do remember graphical issues with toroidal wrap maps in the past. Did you have toroidal wrap on? Or were you playing at the default no-wrap setting? Thanks.
