Age of Constantine: New Rome

Having just conquered Nicomedia, playing Constantine, I believe I am supposed to build New Rome on or close to Nicomedia. The scenario gives me a slave unit and several serfs, but won't allow me to expand Nicomedia beyond size 5. Can anyone please help me to create New Rome?

I believe that one is a hardcoded rule, that this scenario can't change just like that. So my suggestion would be you simply rename the city and use those units for something else.

I think he means yo create a new rome where the serfs and slaves showed up on the map. With the rest of the slaves you can use them to build temples or mine the hill next to the spot to found the new rome.
