Will increasing/decreasing the AI agression level influence its willingness to sign MA/MPP, past the fact it is more inclined to be furious/gracious ?

Ask yourself:
Is it harder to get Germany or Mongolia into a MA than India or Carthage?
The (completely overrated) aggression slider does nothing but making all Civs act like Germany resp. India.

Now, Germany is to a large part so agressive in the beginning since they start with Spears and Archers, and thus are realisitically stronger than everyone...

The only noticable effect is how likely they declare when someone refuses a demand. That, of course, does cause more wars - but it doesn't effect how the AI acts in general.

Well, I haven't found it so overrated in a SG (D1: Indian payback) I'm in: they are so belliquous that, on Monarch, we are up Middle Ages on the other civilisations. I know it is monarch, but I would expect them to have chivalry when we get to military tradition, which will most likely not be the case.

The only one of them that did actually research some is Germany, which is 2 techs (1 + their freebie) into the MA, while we are heading towards gunpowder (Economics and Navigation are in).

So my question still stands to me ...

I'd wager a guess that their lack of scientific research is due to overproduction of military units - they simply cannot afford much research. I started a game, selecting a group of low-aggression civs, and set aggression level to lowest. Their science rate soared compared to my other games.
