I'm referrring here to the center city tile bonus:
Agriculture civs get:

Grassland 3 food
Plains 3 food
Flood Plains 3 food
All others terrains 2 food

So how do non AGR Civs get 2 food on a desert? What is the basis for this bonus?

Also, does anyone think despotism has a slightly harsher affect upon AGR Civs, limiting their growth potential? Does this make AGR's overrated? Do people playing as AGR rush to get to Republic/Monarchy ?

No, the center tile bonus is incorrect. You get 3 food, regardless of terrain (however, in Despotism, because of the tile penalty, you only get 3 if you found next to fresh water, otherwise you get 2 food).

Despotism is hard on Agricultural civs if there is no fresh water nearby, but still, Agricultural is still by far the strongest trait. Food is the only uncorruptable thing in the game, and in the early game (and later too), food is power. The bigger the city, the more production, and everything goes from there.

Agricultural is not over- nor under-rated. It's known as what it is: powerful. When Agricultural and with no fresh water, it's good to get to another government fast, but don't go to Republic too soon if you will switch to Republic. You might not have any luxuries or happiness buildings in place, and therefore, your cities my start rioting at size 4-ish if you don't use the luxury slider.

despot reduces all food to max of 2.
except city tile which is 3 rather than normal 2.

gives fantastic growth.

agri is possibly the best of traits.

not true
despotism reduces every tile that has 3 or more food/shiels/commerce by one

so if you have tile that is producing 4 food in despotism it will produce 3
if you have mined hill with iron it normal produces 4 shields but in despotism it produces 3.
if you have irigated grassland in despotism it will produce 2 food instead 3...

I don't understand. How is it that being next to water gives +1 food? Is this also true for non-AGR civs? Assuming though, it wouldn't be in effect until monarchy/republic.

No, only agricultural civs get the extra food in the city tile.In every city tile. However, if you are under despotism, you will only see the effect in city tiles near a river or fresh water lake.

Every city tile is automatically roaded and irrigated. So the center tile gives 2 food automatically, +1 for being Agricultural, and +1 for being irrigated...then -1 for being in Despotism. Sounds good anyway, maybe it is true.

No.If you calculate this way, agricultural civs would get 4 food in the city tile if not in Despotism and non agricultural not in Despotism 3.That isn't true.

The rules are simple:
1. 2 food for none-agr. in city tile and 3 for agr. civs.
2. Despotism cuts the third food for agricultural civs, if you aren't adjacent to fresh water.
