Alliances and Diplomatic Victory

How exactly do alliances change your relationship with other races? It seems as though there are not enough consequences to breaking an alliance by not coming to an ally's aid if they are invaded. After a while you can almost always get them to agree to an alliance again. I'm considering making a rule which forbids me from not honoring an alliance.

By far, I'd have to say that diplomacy is the major problem with the game. Its far too easy to have positive relations with almost every opponent- even two opponents who are motal enemies of each other. So long as you maintain a decent military rating, you almost never get attacked. Far too easy to be peaceful.

Is this typical or did I just happen to have a peaceful game? Is there anything I can do which makes the other races more war-like towards me without ruining the game? I've already eliminated the Terran diplomatic bonus. And I have a rule that I can never accecpt to pay another race tribute when they ask- making them more likely to declare war.
