Instead of making the United Nations just another way to win the game, why not make it interactive.
The United Nations could be a living body that plays a role in international politics. When the 'Wonder' is built, there can be a general election to decide the leader. When this has been decided, this country can run the UN for a decided period (E.g. Maybe 20 turns).
They will have funds they can allocate or make loans to individual countries (Like the International Monetary Fund).
There could be advisors, that may aid in decisions, or potentially hinder them (After all the Member from [insert country here] could be the wife of the King of where ever).
And most importantly, the UN would have a military that can intervene in world conflict. This UN force may have an automatic force (Create when the UN is born) that comprises of 'X' amount of tanks and 'Y' amount of riflemen, but individual countries can also donate forces to the UN (Just like they should be able to donate them to other countries).
Why muddy your own good name by launching attacks, when all you want to do is help your poor bretheren who has been unjustly attacked (and just happens to be supplying you with that vital resource).
The UN could in fact recapture fallen cities from an aggressor and after a stablising period, could reinstate the rightful power (maybe after bleeding a few resources, or setting up a few favourable trade deals, or even renegotiating a national border).
After the prescribed period, there would be another General Election for leader of the UN and if you have done a good job (according to the fellow members of the UN) you may be voted in as leader again. If not, potentially your enemy could take power, and the dynamic could shift against you.

Couple all this with new spy missions such as assassinations and "persuasion" of foreign leaders and advisors and BOOM, you have a game that goes where no-one else has even thought of going.
 
I agree the united nations should be an active part of the game, particularly in negotiating peace. This becomes more vital during the nuclear age. I find being able to decide whether or not the UN will hold elections to be counter to what it is. The UN should belong to no one, and building it is more akin to giving it territory. Building the UN and then deciding whether or not you will hold elections gives it the feel of a puppet. Perhaps once the tech is researched by a civilization, the UN would be built by the AI in the city of its choosing, perhaps the highest culture city of that game.

I am not suggesting that you have the choice to withhold elections. Building the 'Wonder' should give some specific benefits to trade and the economy, or even reduce social unrest, but the election should be anautomatic thing once the wonder is built (The same as it currently does). Further more, the election will be a compulsory thing that repeats (E.g. Potentially every 20 turns, or can be any term that is apropriate).
At not time should you be able to hinder the election.
However, you may try to persuade other leaders to support you. No different to what really happens out there.
 
Maximus: My comment was in regards to the present game. When you are in control of the united nations you can choose whether or not you will hold elections, something I do not think is fair, but I suspect is wholely dependent on the possible win-loss scenarios that comes from the present election system.
 
This is a very nice idea, one that would cause me to dance singing through the streets if it came to realisation :)
More advanced politics is one of the most important things I want to see in Civ4, and one that I feel Firaxis can't spend enough time on.
 
yea and certain treatys could be made complex buy a set of options...like nuke,limit, 20 would initiate that one would agree to only have 20 nukes or Washington DC, no, troops one would agree not to have troops in washington DC...something like that
