I love making long canals on heavy lake maps in co-op, but this is usually only possible by utilizing the city center as part of the canal. Unfortunately, this means your ally cannot use your canal at all.
Would it be possible to make a mod that allows allies to pass-through an allies city center, or, if that isn't possible, to be able to move onto the city center (even though that may be abusable).
If so, where would you look to start on such a mod?
