Anyone ever notice that even when you build up mass amounts of units, the AI doesnt really do anything.

I think it should simple enough, if you or an AI start to massively build up troops, the rest of the civs should be told and then they would generally start to build up. Then you wind up with Cold war type thing where if anyone goes to war, lots of people are going to die. --Thats not the only example but the best one
 
Agree, but only if you are capable of knowing, e.g. at least you need an embassy or you need a spy to know, what's going on... But a message in that case would be fine:
"More than XX% of the sumerian cities are building units right now"

BTW, concerning those spy units: In my opinion it would be good, if you can't decide exactly what their actions will unfold... You send a spy and if he doesn't get killed he's coming up with info... If the info contains important stuff, like the production plans of the civ (xx% of cities produce units) you can decide if you like the spy to do something about it, if possible, e.g. try to raise sort of war weariness by announcing that to the people (lift military production raises the possibility of war...)
You can think of other similar missions: Spy to a city, you find out, the sumerians are having a spy in your civ, you can start feeding him with false information, making them feel more generous towards you or bringing them to war with another civ (third party). Or you simply kill the bad boy..

stupid idea? :confused: It was just a spontaneous thought...

P.S.: Don't wanna argue if spy-units wether are bad or not, from what I know we have to live with them :( , so let's make the best out of it...
