attacking a city that has defender outside

When I try to attack a city that has a
defender posted in an adjacent square

by moving into the square adjacent * to the
defender, I get the "warning beep" that the
move is not allowed -- I have to destroy that
defender first. However, if the situation is
reversed and it is my city, attackers don't
have to destroy my defender first but can
directly attack my city. Why?

Also, not related to this but when I play
as an American, the city names, once I get
past about Portland or so, switch to Italian
cities (Cremoa, etc.) Couldn't the developers
think of more than a dozen American cities?


 
To your first question: I'm very confused. Do you mean that you are in the square marked by the * or that you are moving into it?

To your second question: All civs in the game come with a list of cities unique to them. The American list for example starts with Washington, New York, Boston, Chicago; or the German list Berlin, Leipzig, Bonn, etc. Each civ has a finite list which can be altered in the rules.txt file. Once that list is all used up there is a reserve list (also in the rules.txt file) that the comp switches over to. Some cities on there: Mecca, Cannae, Issus...

If you really wanted to, you could just add more cities to the lists, but I just rename them as I see fit.

Sorry -- I'm trying to move into that square
marked with the *. Can't. But in the reverse
situation where I have a defender outside my
city, I will be faced with enemies moving
into that * and attack my city.

As for the second comment, my list of American cities only goes to about Mpls,
Portland -- about 12 cities, before switching
to Italian ones. That seems like an awfully
short list of American cities.
 
Ok, that makes a little more sense. What I think it is, is that the enemy is attacking you with a units that ignore the ZOC. Partisans and a few other units have the ability to move around units without the restrictions of normal military units. If your talking about partisans, then that explains your problem; if it's a normal military unit, then you've got either a program bug, an AI cheat, or you have done a bad job explaining.
