Australian pack editor mod tool

When I bought the australian pack for civ 6, it said something about a editor/mod tool. But didn't find that. Do I have to download that seperately or is it inside the game somewhere? Can't find it when starting the game though..

They released some development tools at the same time in a patch, it's not really in the DLC. It should be in steam under Library > Tools. Afaik, there's no user friendly 'in-game editor' sort of thing yet, if that's what you're looking for.
