Babarian with East Indeanman?!

In my curent (moded) RoM Game I see all of a sudden 3 East Indiaman inside a NPC Border near my Border. So fare I can see it the NPCs only have Naval Warfare as modernst Naval Tech and my most Modern Navy Unit is Fluyt. So I wondering how the Babarian are able to bring up Ships no one on the Map can curent build.
Maybe it has something to do that I rushed Economics and let my other techs fall behind by 2 to 4 levles?

What modmods are you playing with? Also, what year is it in the game? I don't know what triggers Barbarians since I never modded these files, however, from what I can remember, sea barbarians should show up about 500BC, and I had them raid my fishing fleets around 2700BC.
 
The barbarian pirate events, of which there are three or four or more, all produce pirates ships that you can't yet easily defeat. I think it may be a design feature of the events, otherwise it is a bug and they are being triggered too early by someone discovering a tech that would have allowed you to build that unit in standard bts.
 
Hmm can be that Astrononmy researched by one civ could be enough to triger this events because in Base BTS Astronomy alone would be enough for the Dutch Empier to build the East Indiaman. I also think its trigerd with a Event so probably I have to learn how to mod events to disable this events next time I play (or reduce the techlevel of the ships they can bring). Btw. to produce Galeon (the East Iniaman is the Dutch Replacement) one need in ROM Astronomy + Naval Canon instead of just Astronomy in Base BTS.
I think I was below 400 AD when this ships trigerd.
 
One of the Barbarian Events does produce at least one East Indiaman unit as part of a pirate fleet that's attacking.
