"balancer" mod in PTW

does the download file that the scenario mentions exist here somewhere? I've looked through the first several pages of threads and did not see it.

The file you mean is a "mod", because it changes rules and has not a customized map.So you have searched the wrong forum.I made a search in the mod-section and found it:
