Doesn't seem to be with enchantment mana. I have two, but am only getting one smiley.

Hmm.. I think. I have 8 smilies for "we enjoy our luxurious resources" but on the table on the right in the city screen it shows only one smiley for 2 enchant mana.

its +1 for each. honestly, i think it should be like that for all resources, but i guess i have to put up with it this way.

Yeah, it works, it is just not shown on the table in the city view.
