It depends on your strategy.
If you like declaring war or have few luxuries, then Monarchy or Communism may be the way to go because there are police units and no war weariness.
If you are at peace and would like a tech lead, then Republic and Democracy will serve you well.
Playing as a religious civilization will also affect how quickly you can switch governments. As a non-religious civ, I often stay in Republic and attempt to get Universal Suffrage.

communism gets u low WW, but you can still suffer. but it is the best for long wars. before that i would suggest going right back t despotism, as you can huge amounts of free units and vey low WW.
for peace i say decomcracy, as you get low corruption and very one is happy with you.
it really depends on what you play like, how at level your on, how big you are and gowmuch money you can afford to spend.

As for war ...
Communism and Monarchy are better than despotism in most ways. Despotism has -1 penalty on tiles, remember

Only disadvantage of Monarchy is not being able to pop-rush. What seems to be forbidden in some games. But if you start on flood plains, Despotism might serve for destroying the neighbours.
Early Republic makes a good ROP backstabbing. Trade it to them or just give it away it and ROP rape them while in anarchy. Thus the AI won't pop-rush, allowing you to take some cities.

I'm not very good yet so I might be way off, but I try to get to republic as quickly as I can. If I anticipate a long peaceful period I will go to democracy. If I anticipate extended battle I go to communism. If I'm not a religious civ, I might stay with republic even during peace or war just because I can't afford anarchy.
