[beta] City State first border pop fails to grab lux

Probably because the AI (and therefore also the CS) know where resources are right away. I'd bet money that there will be horses or iron on that tile.
But even if I'm right about this, there's still is the question if the lux shouldn't/wouldn't be gotten first with the border expansion mechanics we know. I'm not really sure if they are actually equal valued or if luxes are (should be) rated higher.
