[BNW] science cost penalty bug when recapturing a city

In attached file, the city LALIBELA can be tested. Following is what I saw.

1) This city was once captured and annexed to my empire.
science cost increased. 312 to 324. (OK)

2) Next, the enemy took the city back.
science cost did not change. 324 to 324. (OK. Maybe same concept with SP cost)

File was saved. Attached file is at this point.

3) If I take this city again and make PUPPET, instead of annex.
science cost INCREASES. 324 to 337. (This is bug).


4) Then, if I annex the city... (OR if the enemy takes the city back again...)
science cost decreases back. 337 to 324. (OK)

EDIT : If I take the second city at the status of 3), science cost increases by one step again. Then, if the first city is annexed, science cost decreases by one step down.

I found same problem happens after I lose my original city.

It looks normal that losing my original city does not decrease the science cost BUT program should REMEMBER that one city is spared for my next expansion.
What I've observed is that the program FORGETS it until I found or annex a city. Thus, the program adds unexpected science cost if the next expansion is a puppet city.

Conclusively, a player gets unfair science penalty whenever his normal cities are replaced by puppet cities.

In the sav file, Machinery requires 655 points. BUT, if I found a city (there is a settler near Paris), it drops to 631. Why does science cost decrease, though I have one more city? Because 631 was right value. I lost one normal city and got 2 puppet cities. 24(=655-631) should have not been added.

(I'm not sure if this sav file works because it's a MOD for additional city states.)

EDIT : Anybody can test with another sav file, whichi is a HOT SEAT game. As Greece, take 2 Hunnic cities. Then, as the Huns, take 2 Greek cities (make puppet). You can see your science cost increases per puppet city. Next, annex your puppet cities one by one, to see science cost decreases back step by step.
