[LP] Bombers Crossing Neutral Territory?

I have Aerodromes near my southern border. My target for the next war is south, but their territory is separated from mine by a thin strip (3-4 hexes wide) of territory belonging to another AI. Can my bombers fly over that strip to strike cities beyond? Are open borders required with the buffer civ?

Postscript: In the end, it became irrelevant. Two of the "neutral" AI cities in the strip of land flipped to me due to loyalty pressure. By the time that I started bombing, it was all friendly territory.
