Anyway, i had my first mili leader around 0bc in a standard singleplayergame with random leader on hemisphere map, it stated in red that mili academy req military science, so i tryed clicking it anyway and dang i had a mili academy
Inside city it also sayd i needed miliscience tech to make it work, but it worked anyway, boosting my mfg from 16 to 24 when building swords in this case.
