Bug?: Biofactory Chitin AND Oil?

This has to be a bug. Biofactory requires Oil, but buffs Chitin? And there's a quest for it too. How often do you get both in the same city?

It still gives a benefit (+3 prod) if you have no Chitin... but I agree it is annoying.
[and the resource required building quests are bugged.. potentially unfullfillable]

Is this the MOST SCREWED UP building? Requires oil, buffs chitin, has an affinity quest linked to it... but it gets even worse! The quest for the Biofactory says

we can reconstitute the planet's coral into a nearly endless array of goods

Huh? WTH?!?

And what "goods" are these? Well, the Quest gives a choice of +1 food or....

"Produce Medicine" for... +1 culture?!?!?!
