Bug great wall???

I have 2 cities and have built the great wall.border of my second city are not contiguous to my first city.As soon as i built the great wall i noticed that the wall doesn't protect my second city so my second city should be open to barbs attacks.In description is written that the great wall will protect all the cities inside the continent of the city in which is built.Considering that it would be a major bug and it seems strange to me that no one noticed it i assume that gret wall protect all your cities which have contiguos boundaries with the city you have built the wonder.Continuing the game i notice a really strange thing barbarians just avoid to attack my second city they also don't enter boundaries of my second city while the great wall just protect my capital, barbs just attack my neighboours.
There is some graphic bug or something else because barbs always attacked my second city before the great wall was built
 
If the second city is on the same continent then the great wall is working like it should. if you build a third city on the same continent after you built the GW it too will be protected but no wall graphics will be shown. So ignore the wall on the map... GW works on all cities on that continent just like other continent wonders.(like "the three gorge dam" wonder)
 
The great wall effects all areas that are covered by your cultural area (not sure about on other continents). As your cultural area expands so does the influence of the great wall.
 
So there is a bug because i don't see any wall surrounding my second city borders.If it is not a bug it would be advisable to see the great wall on every border it protects because having an invisible wall is simply not good.I know that great wall protect only cities and borders before it is built so every expansion of borders is not covered.

Not true.. it will protect cities that is built after the great wall too
