I'm writing to report a bug.
If you capture a city then make peace with the opposing player before choosing what do with that city (to raze or annex), then the city will never lose its occupied status (if you choose to keep the city that is).
The occupied status is applied to cities you control when still at war with that player and the trigger to end occupied status occurs upon peace being made, however this trigger only occurs if you made your decision to keep the city already.
I have attached a save file which can be used to test this out. I tested this bug and it is repeatable.
To reproduce this bug, attack Washington with the two legion units and capture the city. Then make peace with Washington before choosing what to do with the city. Click through a few turns and notice the city is not growing due to "occupied city: no growth".
