Building United Nations

I expect someone has already raised this question but couldn 't find it with a quick glance - is the search engine turned off?

I have set the victory conditions to diplomatic only on a huge world with five AI civs. I have about a third (possibly more) of the land mass in my control and haven't been to war with anyone. Have discovered Fission but no option to build the UN appears. Any idea why this might be?

I think you need contact with all civs...

Thanks for that. I have just been back in to the game and realize that I don't have contact with one civ. Will try that. Thanks again.
