bureacracy as a civ trait

I think this would would be a great trait as an alternative to religous for lowering corruption and increasing taxes. Empire building civ's like the Romans are who I have in mind.
 
The reason the Roman Empire collapsed was it's rampant corruption due to a lack of bureacracy! :rolleyes: Besides, that's included in government, not Civs. :mischief:
 
bureacracy exists everywere there fore it wouldnt be a good trait if its essential or rampant (what every viewpoint you take)....

Actually, it might be interesting if every civ had 2 good traits and one bad one.
