Can Future Tech 2 or Above be used as a Construction Prerequisite for units/buildings/wonders??

Also note i am not talking about The First Future tech but the later Future Techs like Future Tech 2 or 3

The short answer is no. The way Future Tech works is that you never actually get the tech and that is what is needed for buildings etc.
