this is most likely a stupid question, but is there any chance, and any way I could play civ 4 with this ? (Can I even play civ 3?)

Can someone please answer this. Is the ATI Radeon xpress 200 good enough?

No reason why it should not, it was released in March 2005 to specifically support Directx 9.xx and OpenGL on AMD boards. It supports TnL & shader so it should be ok. But it runs on the new PCI Express standard, I do not know definitively if that will have issues, doubt it, but worth giving Firaxis Support a call, they will be able to check quickly
