Can I put a civ back into the game?

I am making a scenario, and I was wondering if you can add a civ to a game if it didn't exist before...

It is important, and any help would be greatly appreciated.

Use the Civtweak! It is easy to add more civilizations (up to 7 of course ) with it. I think you can get the program from Utilities section of Civfanatics downloads.
