Can we create new custom units?

Can we make custon units yet? Im currently working on modern naval fixes\enhancements and wanted to create variants on existing basic platfroms. Or is this something that wasnt includeing in the editor?

Try looking under

"Civilization III\Art\units\"

it should be possible to edit objects here but i haven't figure out some bugs yet. on my 1st edit the game crash when i try to build that unit.
