Is this a viable strategy? Or does the computer only grant leaders when fighting more worthy opponents? As many barbarians as I run across, I get plenty of promotions but I'm wondering if it can go one step further and generate a leader. Any data out there on this?

I think you should be able to get Leaders from the barbarians, I mean look at the Romans with Julius Ceaser, he was fighting Gaul's, Celts and other Barbarians and he went own to rule the Roman Empire.
Yes I know it would be too easy then, as you would find a barbarian village and fortify around it to produce a "leader farm" but maybe if you were able to get leaders from barbarians if you put them on the highest level or sometihng it might level out the playing fields a little.
