I'd like to see a civ focused on City State cooperation, similar to Venice in Civ 5, with bonuses to Envoy generation. Perhaps a free envoy to CS regardless if the first to make contact.
 
Canada:
UA: War cannot be declared on Canada. Canada cannot declare wars, but can accept joint war offers. Cannot occupy cities.
UB: Tim Hortons: Provides 1 Coffee resource. +2 Production :D
 
Canada gains the bonuses of the two most represented religions in their cities, and the pantheon bonus of the third.

UU: RCMP - Mounted unit. Added defence and mobility in Canadian Territory.
UU: Peace Keepers - Adds defensive bonus and healing to all allied units within 1 tile.
 
Leader: John A. Macdonald
LUA: Canadian Pacific Railway - (essentially the same as the Toronto city state suzerainty bonus, given that if Canada becomes a civ, Toronto would no longer be a city state)
Agenda: Father of Confederation (can't think of a good agenda for him)

Leader: Justin Trudeau
LUA: Sunny Ways - Player receives two copies of the Cannabis luxury resource that can be traded (but must keep one copy at all times) and provides +6 amenities to all cities
Agenda: Son of Pierre Trudeau - Likes civs that are cultured and accept trade deals involving Cannabis and dislikes civs that refuse to accept Cannabis and loathes uncultured civs that refuse to accept Cannabis

UA (regardless of leader): Peacekeeper (same as smartcanuck1988's suggested UA)

UU (regardless of leader): Mountie - Replaces Cavalry (+5 combat strength and provides +1 amenity to a city that the Mountie garrisons (stacks with the Retainers civic card))

UB (regardless of leader): Hockey Arena - Replaces Arena (additional +4 amenities if Entertainment Complex is on Tundra, additional +2 amenities on all other valid land terrain)

World Wonder (any civ can build it): CN Tower (unlocked from Telecommunications tech) - Same as in Civ V (but with an additional GWoM slot for each broadcast tower, along with 2 GWoM slots for the CN Tower itself), but must be built next to a lake, river, or on a coastal land tile

I was thinking maybe Trudeau's LUA would be immigration/refugee-related (perhaps his dad's). Immigration Act: Starting in Modern Era, every 10 turns one citizen from the city with least amenities in other civilizations will be moved to a city in Canada.

or or or... Trudeau Selfies: Trudeau is a unique great person that cannot be attacked or otherwise removed from the game. Activate Trudeau at foreign cities to gain 3 culture per citizen in that city. (Limit 1 activation per city only).
 
Since everyone else is giving relatively contemporary suggestions so I will give a more historic leader suggestion:

John MacDonell
Leader Ability - Portage Expertise: Units count all hexes with the (River) modifier as having Roads.
Civilization Ability - The Northwest Company: +1 Gold and +1 Culture from Camps (+1 additional Gold with Mercantilism, +1 additional Culture with Naturalism).

Unique Unit - Northwest Convoy: Replaces Trader. The city receiving the Northwest Convoy gains +1 Amenities. Applies to both domestic and international trade routes.
Unique Infrastructure - Georgian Manor (Improvement): +1 Food and +1 Housing. +2 Food if built next to a Farm and +2 Housing if built next to a River. Cannon be built adjacent to another Georgian Manor. Unlocks with Construction.

BTW this is not Sir John A. Macdonald, the first PM. This guy was around 100 years before him and was a Folk Hero son of a previous Folk Hero in the Northwest Company. There is a folk song about him here if you are interested: http://www.rodneybrown.ca/north-land
