Cannot Build Library in Conquered Settlement

I took out an AI, both a town and a city. He had a library rebuilt in his city. I have libraries in my other cities (i.e. I have the tech), however, I cannot buy a library in the newly acquired town. I checked the tiles around and there is no library. PS5 version

I believe that culture and science buildings can't be constructed in towns. I'd have to dig through the civilopedia.

Augustus allows culture buildings. I wonder if there is a leader who allows science buildings?
