Cannot download R&F

I just bought Rise and Fall on Steam. When I tried to install it, it said "app conflict" and closed. Now, R&F appears in my DLC list as "Not Installed" and "Added today." I'm using Windows, and don't have any mods. Does anyone know how to force steam to try the download again? Or, has anyone encountered a similar problem?

I'd appreciate any insights.

I had a similar issue and what I did was log onto steam them went to "library" under civ 6 I scrolled down to doc content. Un check the R & F expat and wait a couple seconds . A loading bar showed on the bottom of my screen and you can click on this. I then went back and clicked the check box again and there was a 2 minute download to reinstall the dlc. Try that

I was able to play the expansion after a brief steam update which occurred just after the scheduled release. Since I bought it only a few hours before release time I guess whatever froze during the installation must have been repaired automatically when the game went live. Thanks for the reply!
