Cannot Spy

I cannot Plant a Spy in my current game. I have built the Intelligence Agency.

I knew something was up when I was getting some wierd lit squares when units moved near the edge of the visible screen.

Then after the initial option to build embassies I could not get the Build Embassy dialog to come up by double-clicking the Star. I resorted to the keystroke, CTRL-E.

Unfortunately now I need spies and Shift-E only allows me the standard two options. CTRL-E says 'cannot build any more embassies' (already built 'em all).

It would appear that there is something funky with the map at the location of my capitol (where the IntAgency is built as well - silly me to put them in the same spot since now I have a worse problem).

Anyone know a hotkey to 'Plant Spy'?
or any other workaround for that matter. Is there a way I may have screwed up the map file or something? I edited the civ3mod.bic just to allow 8 civs on a tiny map - did I botch this simple task?

I've installed the latest patch and have used no prior mods on this system. Any help appreciated.
