Cannot use OIl

I have gone through the technology tree and completed plastics etc.Found a offshore oil rig but wondering how I occupy it to get oil for my tanks and bombers.

1. Make sure the oil is within your borders.
2. Get a builder.
3. Move it to said oil spot.
4. Build off-shore oil rig.
5. Oil will start accumulating the turn after you built the rig.

You can't "occupy it", you need to conquer the nearby city if you want it. Or just build your own in your own city.
