Can't Allocate Resource

Hello,

I can't allocate the City Resource to either the City or Towns.

Not sure this is a bug, but yet there is no way of knowing what is done wrong.

I only get to allocate the resource when the City Happiness turned positive. Is that what's needed to allocate a resource - the town or city needs to be + Happiness?

The Game Wiki does not mention a happiness constraint.

Never had an issue with happiness. My guess is the road/trade network didn't allow the resource to reach the city, and that may have improved by the time your happiness improved (by coincidence).

Yeah you can mouse over the resource and a tooltip pops up saying that it's not connected to the trade network. In my case I've usually forgotten to build a fishing quay. This is the only thing that's ever prevented me from slotting a resource. As cbum (gross name by the way) says, happiness plays no part in it, it's just a coincidence.

That’s a city resource, it can’t go in towns. But it should be able to be put in a city (including your capital) regardless of whether the city is happy or not.
