Cant Build Modern Armor or Stealth Bombers

I have two aluminum and two oil, and I've researched the requisite technologies for modern armor and stealth bombers. But I can't build them. Any ideas why not? It's very frustrating.

Are the resources mined or welled and connected by road?

Yup. The city screens show that both resources are available throughout my empire. Neither unit is available though.

I often research towards modern armour and discover I'm missing something. I believe it takes a few techs that say it allows modern armour such as I believe computers to make them.

Ya that happens to me as well, often I never even research archery cause the best offense is a good defense, or so I'd like to believe.

Surely you've got that totally wrong ? Firstly because Archers, and later Longbows, are the best defenders of their periods, and secondly because you can never win a defensive war; the best you can achieve that way is a draw, when your opponent gets tired of attacking your utterly impregnable cities and withdraws. Even then, you'll probably have been severely pillaged and could be said to have lost on points.

To the OP : are you sure you have all, but all, the requisite techs ? That is, both Composites and Computers for Mod.Arm., and all three of Composites, Flight and Robotics for Stealth, as well as Oil and Aluminium for both. I ask this because the popup on Composites says "Can build M.A. and Stealth" but does not mention the other techs, and I think much the same is true for Computers and Robotics.

I assure you that nobody starts a war with me, its the other way around though it is useful to bring along some long bows to defend my newly acquired cities.

He'd have to in order to get combustion and thus actually acquire the oil.

Did you trade them away to another Civ?

Hover your mouse over the unit type in the build menu - if you're missing something the tooltip will tell you what it is that's missing by highlighting it in red text...
