Can't establish a trade route within 10 tiles.

Hello, I would like to make sure if this is a bug?

This are mods I'm using.

Do you have any ideas why this happened or perhaps how to fix it?

I also tried to load the game without any mods but it didn't help.

This is usually caused by mod conflicts following the Fall patch. Can't tell from your list of mods which one(s) might be the problem. Check to see if any of these mods haven't been updated since the Fall patch.
