Can't establish embassies

When you first lear writing you are given the option to establish embassies.
I can do this fine, but clicking on the * for the capitals don't give me the option to establish any more embassies.

Due to the lack of money at such an early stage in the game I can't establish all embassies at the only time I can.

With no embassies I can't establish MMPs or the like.

Is this a bug? I run 1.29f

You should be able to be clicking on the star then a menu should appear where you select the country with whom you want to establish an embassy and then you have to click build embassy and should be able to click on okay assuming that you can now afford to establish the embassy and are not at war with the civ.

i remember you can press 'shift+d' to call up the diplomacy screen.. or alt+d , ctrl+d?
that's a kind of hot key for clicking the star besides your capital.

That just opens the negotiations screen.
I still can't establish embassies!

press 'h' and your screen will zoom to your capital city. under every city there's a label with the city's name and population on it. for the capital city there's a small square on the right of the label and there's a star in the square. double click on it and it'll bring you to where u want to go.

Also I don't believe that you can establish an embassy with a civ once they have established one with you. You should just have to get the screen up from using the star and then the intelligence menu will pop up where you just have to select the civ by clicking on its leader and then select embassy and then you should be able to build one.

You can't establish an embassy during Anarchy periods, with a civ you already have one with, when at war with the civ, or without the money to pay for it.

Anarchy also won't allow you to open the intelligence screen.

And you can't do mpps nor embargoes before learning nationalism.
