Can't Expand My Palace

I am not offered to expland my palace when I play custom made maps, does anyone know how to fix it, so I am offered to expand my palace while playing custom maps?

That feature was taken out of C3C, due to issues with the artwork. They could have had someone fix gameplay, or someone fix graphics. Gameplay won out. I think regular epic games you can still expand the palace, but I'm playing RnR now, and my own mod since C3C came out.

Ah, I see... I remember viewing a post about this before an extremly long time ago though that explained something about messing around with your civ 3 conquests files would fix this, but I don't remember what file it was or even what you had to do with it and I am not able to find that post or anything through a search... But if someone knows how to get around it if there is still a way, please let me know how it is done...
