cash or stick?

Cash.

Stick only in high corrupt cities where the citizens are stealing all the shields anyways (corruption). Citizens in non-corrupt cities most often produce more shields and commerce in the long run when not whipped to death.
 
Cash.

Doesn't lower shield production in cities that are producing fairly well. By the time I can be a Republic or Democracy gov't, I am normally receiveing hundreds of gold per turn, thus no worry about monitary issues.
 
I feel that cash is the best way to hurry production because you can gain money much faster than population points, unless you have a massive-flood plains surrounded city that has poor production but produces 20 extra food every turn. Then you could liberally use the stick. Imagine if you also had Longevity...
