I really don't know if this qualifies as a bug, but I searched the forums for any similarities and was unable to find any. I am unable to bombard using catapults during any stage of the game. I have been able to bombard using Destroyers and I can bomb cities perfectly fine with jets and bombers. I keep thinking I must be doing something wrong, but the icon for bombard never shows up when I place my catapult near a city. Pressing the b key (shortcut for bombard) has no effect either. Am I doing something wrong or is this a bug? I'd be happy to provide system and game specs if anybody can confirm that this does qualify as a bug.
Needless to say, this has made early game domination pretty much impossible, since throwing my attack units at a city with fortified units in it basically ends up in a death sentence for my pieces.
