City food focus REALLY doesn't work

On several occasions having a city focus on food actually produced the least food. This sometimes happened in Civ 5 but usually it was only especially bad when Civil Society was involved. However in CivBE choosing food focus moves people off of tiles giving 3 food and puts population into trader specialists.
It's redonkulous.
 
I haven't seen this yet. Posting a save file where it occurs (and naming the appropriate city) would be helpful.
 
I believe some levels of negative health devalues food yield in the eyes of the city governer, even when on food focus.
 
Here's a save file although I don't think anyone really needs one. I've seen this so often that I can't believe it isn't happening to everyone.
This one doesn't have any that where food focus is actually less than the default, but it has several where food focus gives less food than say science or production.
Chech Uspek, Serik and Konecho. And your own cities. It can't be just me.
 
Had a city with 1 population on food focus. Instead of working a 4 food tile, it worked a 0 food tile. Worst food focus ever!
 
I had that happen myself, it's funny when you actually get LESS food on food focus. ;) You're probably below -10 health? The idiotic advisor will then try to limit growth by not getting any food, and if food is priority (aka other yields are lower priority) it will then ignore mixed yield-tiles and just go with the lowest food available.

I strongly suggest to edit the GlobalDefines and set UNHEALTH_TO_FORCE_AVOIDGROWTH from -10 to -999

I've seen that but I didn't think it functioned because there wasn't an avoid growth button anymore, but not I realize it means for it regardless of other settings. I changed it and food focus works now. Thanks. It didn't make sense for this game since if you are below the cities local health level, then adding population would improve health.
It would be especially annoying after the patch with the new Xenonova affect. If you build it you're probably ignoring negative health altogether and would want growth regardless.
