[City name]:(set) - Wth ?

I couldn't find anything about this neither in the FAQ, Bug list, or by searching the forum. I have Version 1.61 of Civ and 2.08 of Warlords and installed version 0.21 of FFH some hours ago. The mod seems great, but several cities that i've either built or captured suddenly become "inactive", as i call it; the city's name-text becomes gray as if it was a barbarian city, it only can build Walls or Monument and id doesn't grow any longer!

All these cities get a " : (set) " right after their names and i don't know what causes this at all, and (set) doesn't exactly tell You anything so i guess this is a bug i'm getting here.

Anyone even seen this before?
 
does your leader have the sprawling trait?

it changes things around so you get big bordered cities
with a limited number of cities that can actually produce useful stuff(based on map size)

The Sprawling trait also increases your cultural expansion. I'm not sure, but I think it is unique to the Kuriotates. It allows you to set 3-5 cities, depending on map size, as 'city hubs', which lets them work the third ring of tiles around the city. All of the rest of your cities are Settlements, which have only half the food and production of a regular city, decreased culture, limits on things you can build, and no commerce or maintanence.
 
Currently this "problem" is only available to the Kuriotates civ. As stated before, Cardith is only able to build few super cities (with better production than average city) but in exchange if he has too many cities, all the rest will be Settlements (:set), and cant grow or produce anything special. Settlements are used usually to grab resources or expand borders so you should place your city hubs carefully so you are able to produce everything you need in them.

This trait is pretty advanced in my opinion and I dont doubt it can confuse new players.
