City Strike Bug

Having a bug where both my cities and districts wont do the city strike defense mechanic.

I'll click the red crosshair and right click an enemy then nothing happens. Getting really tired of having to beat back these massive enemy hordes without the support of my cities.

Does it work if you select the red bombard button and then left click the target?
