I've already fixed this and thought I would share what I found.
Played Civ5 for a couple thousand hours and over the weekend the DX11 versions stopped working following an appcrash. DX9 continued to work fine.
Deleted the game and reinstalled. Upgraded drivers. Applied microsoft update. Reinstalled DX9 and DX11 drivers. Checked to be sure I wasn't in compatability mode. Ran chkdsk /f /r /x. None of these things corrected the problem.
Turning off Fraps fixed it. I never would have guessed that it could cause a problem and wouldn't have figured it out except that I found a post from someone on another forum via google.
