I like the government cards. Suppose you had a deck of cards for districts or perhaps buildings too. These cards you could purchase with culture or science, or whatever yield makes sense. Then they get slotted into the district or building. There are gameplay options imaginable, like a permanent type of card or slot. A card or slot with a duration. Interchangeable cards do not have to be an option since there is already enough of that, at least in 6.
