Civ V refuses to install certain mods.

I download mods manually, directly into the MODS folder. Most of the time this works fine, and Civ will immediately install them after opening the in-game "Mods" section. However, for a few mods, randomly, Civ will not install them. They are the proper files, but after opening up the Mods section no folder representing the original file shows up in the MODS folder, and the mods don't appear in-game.

I have all DLC, even though that shouldn't be the cause of the problem.

I've noticed certain civ5mod files not showing up in game, but indeed randomly. Some work, some don't. (In my case the Animals Gone Wild and Boers mods are in my mod list, but won't show up in game. Barbarian Unlimited XP mod works fine though. The EUI mod, which is in aproper mod folder, also doesn't show up, while all other mod foldered mods do.)

Clearing cache or even completely reinstalling Civ5 seems to have no effect.
 
First, EUI is not a mod. It is built as a DLC and has to be installed differently. You need to read and follow the installation instructions: http://forums.civfanatics.com/showthread.php?t=512263

Second, I suspect the behavior you are observing on other mods (where some load correctly and others do not) only happens when you are trying to load a modded save file. If that is the case, the most frequent cause is trying to load the modded save file from the main menu, without going through the Mods menu -- that doesn't work. Whether you are starting a new game with mods or loading a modded save file, you must go through the Mods menu, enable all of the relevant mods, and then click through to start a new game or load the modded save file.
 
Mods not showing up in game is not the result of loading savegames. But thanks for the EUI install link. ;)
