Civ4 idling for 90 secs on start-up with ATI

Does anyone know what is causing my Civ4 to idle for about 90 seconds when I launch the game? It stops when it says 'initializing engine' and task manager shows it is not responding. It eventually boots to the game, but why is this idling only happening with my Radeon 9800? My Ti4200 boots the game a lot quicker.

AthlonXP ~3000+
512MB DDR400 (in sync with FSB)
Hercules Radeon 9800 @ 9800Pro
Windows 98

This happens to me as well, but I dobut it is a ATI problem as I have Nvidia.The load time in the begining is quite long because of this, and I have installed the patch. Also, if you open up task manager Civ 4 is set to below normal priority. Anyone know the cause of that?
