Civilization "regen" when wiped out early in game

Has anyone else encountered this terrible feature of "game balance"? It's happened to me a few times when I get extremely aggressive early on in the game. Just when I wipe out the final city of a civilization early in the game, a new capital city of theirs mysteriously appears within striking distance of my kingdom, replete with 4 spearmen and 4 archers. Talk about a load of crap! I'm all for making the upper difficulty levels a challenge, but that is just ridiculous. It kills game balance, considering I've usually had to extend myself like crazy to blitz through the other Civ, and I in turn get slammed. This has got to be a bug of some type......anyone??????

If you have "Respawn AI Civ's" activated, then they will pop up with fresh civs as soon as you destroy them, as long as there is free land, no matter what diff or anything. Might wanna turn it off, it really does get annoying...
 
isnt the respawn Ai civs option only in PTW?
In civ3 i thought it was a load of crap too.

Now in PTW, I ALWAYS turn it off. It is a huge balance problem and it makes no sense. I like when the civ is in a collective area, not with 2 cities 75 tiles away or on a different island.
 
Not only do they get a bunch of units on higher levels -- they also get all their accumulated culture (on all difiiculty levels). This can cause a real culture flip problem if their new capital lands near one of your cities far away from your capital, because the flip chance depends on the distance to the capitals, and of course that culture makes the city boundaries expand...

Nope, it's vanilla civ as well. I think you may be mixing it up with turning off culture flips, which is PTW-only.

Like D&G said, it's also with vanilla Civ3, although it is included in one of the patches, instead of being included in the release version. (Davvyn, just get the 1.29f patch, if you don't have it already and you don't have PTW. In the game setup screen you'll see the option "respawn AI civs." Don't have it checked.)
